Birth Through Age 5

Early Intervention & Preschool

Support from your child's very first evaluation through the start of preschool special education.

What This Service Covers

From First Concern to First Classroom

If you're noticing that your baby or toddler isn't meeting developmental milestones the way you expected — whether it's speech, movement, social interaction, or another area — the Early Intervention (EI) program is designed to help children from birth to age 3 get evaluated and connected with services quickly. Step by Step Services helps families understand the referral and evaluation process, make sense of the results, and build an Individualized Family Service Plan (IFSP) that truly reflects their child's needs.

As your child approaches age 3, EI services transition into the Committee on Preschool Special Education (CPSE) process. We help families prepare for this shift — from requesting the right evaluations to understanding preschool placement options, such as integrated preschool classrooms, special classes, or related services like speech, occupational, or physical therapy delivered on their own.

Throughout both stages, our goal is the same: make sure your child gets timely, appropriate services, and make sure you feel confident and informed every step of the way.

Early Intervention (Birth–3)

Referral, evaluation, IFSP development, and connecting with EI service providers.

Preschool / CPSE (Ages 3–5)
